Seminar Outline:
Join us for what is sure to be a riveting conversation in which four GC Digital Leaders will share the diverse paths they've taken to achieve their current success. The moderated discussion will cover topics such as the challenges faced by forward thinkers when working in overly traditional bureaucracies, the difficulties that can arise while trying to bridge the communication gap between digital professionals and the program areas whose services they are trying to transform, and what it means to provide fearless advice in an age of uncertainty. This diverse panel will share their personal stories including the challenges they've overcome and the good, the bad and the ugly struggles that they have been through on their career path in the world of digital.

Irwin Bess | Chief Information Officer at the Immigration and Refugee Board of Canada (IRB)
Irwin Bess is the Chief Information Officer at the Immigration and Refugee Board of Canada where he is accountable for leading digital transformation, information technology and information management solutions and services to meet the needs of persons appearing before the Board as well as Board decision-makers and adjudicators.
Over his 27 years in the federal public service, Irwin has led several strategic policy, program policy, digital transformation and IT initiatives at Transport Canada, the Privy Council Office, Employment and Skills Development Canada, Canadian Food Inspection Agency, Treasury Board Secretariat, Statistics Canada, and the Canada School of Public Service.
Irwin offers substantial time as a mentor to a range of employees within and outside of IRB. He is an active supporter of the Boards Diversity, Equity, and Inclusion action plans as well as other GC mentoring and sponsoring initiatives organized by the Treasury Board Secretariat and the ESDC Building Black Leaders program.
Irwin holds a Bachelor of Environmental Studies from the University of Waterloo and a Master of Arts from Queen’s University – Kingston, Ontario.
Tracey Sampson | Director General of Client Executive Services for the DND and Veterans Affairs Portfolio, Shared Services Canada (SSC)
Tracey Sampson is currently a Director General within Shared Services Canada (SSC) and is the Client Executive serving the Department of National Defense (DND) and Veterans Affairs Canada (VAC). In this capacity, she is responsible for collaborating with partners to establish priorities; managing partner demand; and for advancing corporate priorities and GC-sponsored initiatives within partner departments.
Prior to her current role, Tracey has held a variety of executive-level positions within the IM/IT community spanning several federal departments, including A/Chief Information Officer for Health Canada (HC) & the Public Health Agency of Canada (PHAC); Executive Director of the Solutions Centre, responsible for the delivery of Application Development services to HC/PHAC; Deputy CIO at the Department of Justice; Project Portfolio Director responsible for the oversight of numerous Branch projects under the Beyond the Border Action Plan at the Canada Border Services Agency (CBSA); several Director-level positions responsible for strategic planning and branch support functions (JUS; HC; TBS); and the Director of Community Recruitment & Professional Development within TBS-CIOB responsible for inter-departmental, community-wide collective staffing and development programs for the IT community.
Prior to reaching the executive ranks, Tracey held a variety of CS positions in project management and application development.
Tracey holds a Bachelor of Commerce Degree from Carleton University; a Certificate in Project Leadership from Waterloo University; and a Certificate n LEAN from the University of Ottawa.
Ann Marie Schreiner | Director of Enterprise Data and Information Management, Correctional Service Canada (CSC)
AnnMarie Schreiner is the Director of Enterprise Data and Information Management at Correctional Service Canada since October 2022. Formerly the Director of the Office of the CIO at Statistics Canada, she is an annoyingly proud public servant since 2006 and defines her career as a series of happy coincidences and challenges.
Now specializing in data and digital program management, she hails from a Communications background, having graduated from University of Ottawa in 2008.
In conclusion: Hockey/Dance mom by birth, communicator by strength, Canadian public servant by trade, digital enthusiast by coincidence and GSD attitude by default.
Robert Trottier | Executive Director, Information and Data Governance, Treasury Board Secretariat (TBS)
Robert graduated from the IM/IT Management Development Program in April 2012 and currently occupies the position of Executive Director, Information and Data Governance in the Treasury Board Secretariat (TBS), Office of the Chief Information Officer (OCIO). In his current role, Robert is responsible for developing a framework for information and data governance. His work will harmonize the policies and practices of information management and data governance. This work will also provide modern ways of managing data and information as strategic assets.
In his previous role at TBS, Robert was the Executive Director, Digital Policy and was responsible for developing and maintaining strategic partnerships with core service departments, and to work effectively with the Privy Council Office and colleagues in TBS to advance the strategic agenda for digital government. Robert also provided leadership into the creation of a Digital Policy Division within OCIO that integrated existing policy centers on information management, information technology, service and cyber security to achieve the development of a single digital policy and drive the transformation towards digital government.
With more than 20 years of government experience in IM, IT and Cyber Security, Robert is excited to leverage his strong horizontal network to shape the future of the GC.
