Digital Modernization – The GC Worker Experience
Join us for an engaging morning dedicated to advancing the Government of Canada Worker Vision (GC Worker) where Shared Services Canada ( SSC ) envisions a seamless, secure, and user-focused digital experience for public servants across all departments.
What is the GC Worker Vision?
It is the future of a seamless, secure, and user-focused digital experience that empowers public servants to work efficiently and consistently across all Government of Canada departments.
The session begins with opening remarks from Kristin Brunner, Assistant Deputy Minister, Digital Services Branch, followed by a dynamic panel discussion led by Shannon Kenney, Director General, Worker Technology Services Directorate , with panelists including Scott Jones, President of Shared Services Canada , Robert Butler from the Canada Free Agent program and Luna Bengio from the SSC Accessibility team. The panel will conclude with a Q &A Session, followed by an interactive workshop on the GC Worker Vision!

Your contributions will play a key role in guiding the evolution of the GC Worker Vision and defining its next steps.

Shannon Kenney | Director General, Worker Technology Services, Shared Services Canada (Moderator) Shannon launched her professional journey in Ottawa’s private technology sector, specializing in Human Resources and payroll systems. She subsequently transitioned to the public sector and, over a rewarding 18-year tenure with the City of Ottawa, she led transformative strategic change initiatives spanning HR/payroll, emergency services, security, public markets, and information technology.
In 2020, Shannon entered the federal public service through an interchange opportunity, where she led the deployment of Microsoft 365 and Cloud Managed Desktop at Shared Services Canada (SSC). Her demonstrated leadership and strategic vision led to her official appointment to the public service in 2023, when she was named Chief Information Officer (CIO) for SSC. Building on her CIO experience and passion for improving the end-user experience, Shannon currently serves as Director General of Worker Technology Services. In this capacity, she is driving a forward-looking strategy to empower Government of Canada employees by delivering accessible, enterprise-wide tools and innovative software solutions. Shannon’s leadership extends beyond formal roles—she is a dedicated advocate and mentor for women in the workplace. She founded Women.net, an affinity group at the City of Ottawa that continues to thrive more than a decade later. Since joining the federal government, she has leveraged her mentorship expertise to help support the development of a women’s mentorship program, strengthening her ongoing commitment to fostering inclusive, supportive workplace environments.

Scott Jones | President of Shared Services Canada Scott Jones was appointed President of Shared Services Canada (SSC) effective September 11, 2023. Previous to this appointment, he was Executive Vice-President of SSC and, concurrently, Associate Deputy Minister of Public Services and Procurement Canada. Prior to April 2022, Scott was the Federal Lead on Proof of Vaccine Credentials and Associate Deputy Minister of Immigration, Refugees and Citizenship Canada (IRCC). He collaborated with federal partners, provinces and territories to successfully deliver the Canadian COVID-19 proof of vaccination program that is used for travel in Canada and internationally. Scott also led IRCC’s efforts related to digital transformation, modernization, IM/IT and data, as well as the Citizenship and Passport programs. From October 2018 to August 2021, he was the founding Head of the Canadian Centre for Cyber Security, Communications Security Establishment (CSE). Since beginning his career in 1999, Scott has held various positions at CSE. They included Assistant Deputy Minister of IT Security; acting Assistant Deputy Minister of Corporate Services; Chief Financial Officer; and Director General of Cyber Defence, providing leadership in the areas of signals intelligence and IT security. Before that, he worked at the Privy Council Office as a National Security Policy Advisor in the Security and Intelligence Secretariat. Scott has been with the public service for over 25 years. He is a graduate of the University of Ottawa, where he earned a Master of Business Administration. Scott also holds a Bachelor of Applied Science in Electronic Systems Engineering and a Bachelor of Science in Computer Science from the University of Regina.

Luna Bengio | Special Advisor, Shared Services Canada (GC Worker – Accessibility) Luna Bengio is a term employee with extensive experience in providing strategic advice on accessibility and people management. She is currently the Strategic Advisor to the Senior Director of the Accessibility Accommodation and Adaptive Computer Technology Directorate, leading the development of learning programs and providing advice on complex workplace accommodation situations. Luna retired from the Canadian public service in 2021, after a career spanning more than 30 years, including 15 years as a senior executive. From 2012 to 2018, Luna was the Executive Director responsible for policies and programs governing the management of public service executives. Luna joined the Office of Public Service Accessibility when it was established in August 2018 where she was the Principal Advisor to the Deputy Minister until her retirement. Between July 2021 and March 2024, Luna served as a Senior Consultant on Accessibility and Strategic Advisor for the Office of Public Service Accessibility. Luna is a seasoned public speaker, trainer, facilitator, and newsletter editor. She co-hosts Accessible Horizons, a podcast on accessibility. She provides strategic advice on a range of accessibility and inclusion issues, such as workplace adjustments, information and communications technologies, and culture change. She also contributes to several key Government of Canada initiatives, including the review of policies from an accessibility perspective and the development of the Government of Canada Workplace Accessibility Passport. Luna volunteers as a member of the Hôpital Montfort Governance Committee as well as various accessibility standards development technical committees for Accessibility Standards Canada.

Robert Butler | Senior Advisor, Global Affairs Canada (GC Worker – Canada Free Agent Program) Robert Butler is a passionate advocate for interdepartmental collaboration and innovation within the Government of Canada, currently serving as a Senior Advisor and Canada Free Agent at Global Affairs Canada (GAC). He plays a pivotal role in the #GCDigital Grants and Contributions Initiative modernization project and provides user-focused advice across other initiatives. Renowned for his practical networking approach, Rob excels at connecting individuals across the public and private sectors, fostering communities that emphasize idea-sharing and authentic interactions. His notable achievements include launching the Digital Credentials Community of Practice at the Treasury Board Secretariat, organizing virtual outreach events during the pandemic, and leading technical direction and user experience design for hybrid and in-person conferences. Rob’s work spans improving accessibility and user-friendliness in hybrid events, co-designing virtual agendas for key summits, and enhancing event experiences through innovative technology. Through his involvement in the Free Agent Program, Rob continues to leverage multimedia tools to create engaging and inclusive events that unify ideas, solve challenges, and build stronger connections within and beyond the Government of Canada. |
