Join us as we kick-off our virtual seminar series with an exciting GC panel discussion.  We have a fantastic line-up of departments who will share their perspectives in making quick and impactful shifts across their organizations in response to the current pandemic conditions.  These changes have resulted in important contributions for Canadians, and showcase the ability for organizations to transform quickly – these are truly exciting stories worth sharing and learning from!  You won’t want to miss this

Speakers:

Liz McKeown (Moderator) | Faculty, Digital Academy, Canada School of Public Service (CSPS)

Liz (Elizabeth) McKeown joined the Canada School of Public Service as faculty within the Digital Academy during the summer of 2019 after three and a half years as the Chief Information Officer at Shared Services Canada and following  other technology related executive positions in the Government of Canada since 2000.

Liz, drawing from her professional and personal experiences, leverages her passion to build the digital acumen and culture of the Canadian Public Service.

 


Stephane Blanchard, Director General - Telecommunications Services, Shared Services Canada (SSC)

Stephane Blanchard is currently acting Director General of the Telecommunications Services division within Shared Services Canada (SSC), which provides various services to SSC’s 43 federal partner organizations and clients.

His directorate oversees the provisioning, delivery and maintenance of all services related to telecommunications, including voice (mobile, fixed), conferencing (audio, video, web), contact centre and infrastructure.

Stephane has been part of SSC since its inception and has cumulated extensive technical experience in different roles prior to serving at the executive level.

After spending more than 5 years in the Infrastructure Security area, he moved to Telecommunications in 2018. Before joining SSC, Stéphane worked for another federal department, HRSDC (now ESDC), where he gained his field expertise in IT and telecommunications.

 


Peter Littlefield | Chief Information Officer, Employment and Social Development Canada (ESDC)

Peter Littlefield is Chief Information Officer of Employment and Social Development Canada (ESDC), the Government of Canada’s primary social benefits ministry.  He has held this role since September 2016. 

Prior to joining ESDC, Peter had been the lead for the consolidation of the Government of Canada’s data centres at Shared Services Canada, since its creation in 2011.  In addition, Peter contributed to government shared services as the Product Executive for distributed computing services and data centre services at Public Works and Government Services Canada.

Prior to joining the federal public service in 2007, Peter held a number of key positions in the private sector for over 20 years.  With roots in application development, Peter progressed quickly to management in the information technology (IT) sector.  He co-founded two Canadian IT companies specialising in communications software and management consulting.

Peter holds a Bachelor of Mathematics degree from the University of Waterloo. 

He is well-supported by his wife and three daughters who keep him well-grounded.

 


Elizabeth Rhodenizer, Chief Information Officer, Public Service Commission of Canada (PSC)

Elizabeth is the PSC’s Diversity and Inclusion Champion for Women and sits on the Board for the not-for-profit association DPI (dpi-canada.com) as Director of Strategy and Partnerships. Elizabeth has been honored as one of Canada’s Top Women in Cyber Security in 2020. She has previously sat on the advisory board of a Silicon Valley start-up and is a member of the CIO Strategy Council and the CIO Association of Canada. She holds a Bachelor of Computer Science from the Technical University of Nova Scotia (Dalhousie) and an Executive MBA from the University of Ottawa.

 


Silvano Tocchi | Digital Transformation Officer, Canada Revenue Agency (CRA)

Silvano joined the CRA in the fall of 2014, having spent the previous decade and a half at Employment and Social Development Canada.  His team builds and manages the Agency’s public facing digital services; everything from helping Canadians establish their digital ID to enabling them to receive their correspondence in secure digital portals. If you haven’t set up your CRA MyAccount yet; you should – It will improve your day immeasurably.

Silvano (likes to think he) embraces new ideas, thrives on the collaboration required to turn them into real change and enjoys talking bragging about the CRA’s digital services and where they might go next.

Silvano earned a Diplôme d'études supérieures in international relations from the Institut universitaire de hautes études internationales in Geneva as well as a BA from the University of Ottawa.However, Silvano’s proudest accomplishment is riding his bike to work, in Ottawa, all four seasons!

 


Dugald Topshee | Chief Information Officer, Justice Canada

After graduating with a Master’s Degree in Philosophy, Dugald Topshee translated his passion for information technology into a career as a computer programmer. He started his career in the telecommunications space, working for British Telecom in Europe and then Nortel Networks in Ottawa, Canada before striking out on his own.

Dugald founded his own consulting company in 2001 that specialised in applying XML technology to business process automation. His company, Phrontisterion Incorporated, spent several years developing solutions for public and private sector organizations of various sizes and in various countries.

In 2008, Dugald was offered a job with one of his company’s former clients, the Department of Justice Canada, and he has spent the past ten years moving through a variety of positions of increasing authority at this Department, culminating in his most recent role as Chief Information Officer.
